Safety certifications are non-negotiable in the toy industry. Exporting to different markets requires different certifications. Here’s what every buyer needs to know.
CE Marking (European Union)
The CE mark indicates that a product complies with all applicable EU safety, health, and environmental requirements. For toys, this primarily means compliance with the Toy Safety Directive 2009/48/EC. The CE mark is mandatory for all toys sold in the EU and EEA.
EN71 (European Toy Safety Standard)
EN71 is the harmonized European standard for toy safety. It covers:
- EN71-1: Mechanical and physical properties (sharp edges, small parts, durability)
- EN71-2: Flammability requirements
- EN71-3: Migration of certain elements (heavy metals, toxic substances)
Compliance with EN71 is the usual route to CE marking for toys.
ASTM F963 (United States)
The ASTM F963 Standard Consumer Safety Specification for Toy Safety is the primary safety standard for toys in the USA. It is mandatory under the CPSIA (Consumer Product Safety Improvement Act). Testing covers mechanical hazards, flammability, toxic elements, and heavy metals.
RoHS (Restriction of Hazardous Substances)
RoHS compliance limits the use of lead, mercury, cadmium, and other hazardous substances in electronic and electrical products. This applies to electronic toys and is required for both EU and many other markets.
