Quick answer: source a craft kit as a complete project system, not as a bag of components. Before quotation, freeze the intended finished project, user/age group, bill of materials, tools, material chemistry where relevant, number of projects, instructions, warnings, inner organization, retail packaging, destination market and QC plan.
1. Start with the finished project
Define what the consumer should make: a bracelet, clay charm, personalized keychain, dyed textile, painted object, mosaic display piece or another clear outcome. This determines which components belong in the kit, how many projects the kit promises and what “complete” means during QC.
2. Build a written bill of materials
List every component with material, size, color, quantity and acceptable substitution rules. For bead kits this can include bead categories, letters, elastic, clasps and tools. For paint kits it can include the blank object, paint pots, brush sizes and decorative items. Small changes in count or material can materially change the finished experience.
3. Treat instructions as part of the product
Instructions should match the actual materials and tools in the approved kit. Define project steps, drying/cure/wash times, warnings, supervision requirements and any techniques needed to obtain the promised result. A pretty package cannot compensate for a project that consumers cannot successfully complete.
4. Separate low-complexity and chemical-system routes
- Beads / cord / pre-made charms: focus on small parts, sharp edges, cord/finding strength, counts and sorting.
- Clay: identify the exact clay type and drying/curing route before making material or age claims.
- Paint: identify the paint/coating system and substrate; protect against leakage and breakage.
- Tie-dye / textile color: define dye chemistry, fabric compatibility, applicators, gloves and setting/washing instructions.
- Mosaic / gem art: focus on tiny component counts, adhesive method, template accuracy and finished display stability.
- Resin / UV systems: higher-complexity route requiring exact formulation, cure mechanism, PPE, storage, labeling and destination-specific review.
5. U.S. art-material requirements can apply beyond toys
CPSC states that art materials can include ceramics and clay, glue, jewelry-making kits, paints, painting kits, polymer clay, stickers and similar consumer art materials. Under LHAMA, art materials require toxicological review for chronic hazards and, where practicable, a statement of conformance to ASTM D-4236. If the kit is sized, decorated and marketed primarily to children 12 or younger, it may also be a children’s product and other applicable children’s-product/toy requirements need to be identified for the exact kit.

6. Do not assume every craft kit is legally a toy
The finished item, intended age, play value, presentation and marketing affect classification. CPSC notes that some hobby/craft items where the finished item is not primarily of play value can sit outside the ASTM F963 toy definition, while children’s art/craft kits may still be children’s products and art-material laws can apply regardless. Classification should therefore be confirmed from the exact product rather than from the word “craft.”
7. The EU also treats craft kits as a specific classification issue

For EU programs, confirm whether the exact product is a toy, its intended age, chemical/material requirements, warnings, technical documentation and other applicable obligations before quotation or labeling.

8. Design packaging around component control
Craft kits often contain many small components. Use trays, bags, compartments, color labels or numbered packs where they reduce mixing and make inventory/QC auditable. The packaging should protect liquids, paints, fragile blanks, sharp tools and tiny findings while making the first-use experience understandable.
9. QC the complete project, not only the raw components
Run at least one full project using the production-intent kit. Check whether cords fit bead holes, clasps close, clay tools produce the intended detail, paint covers the substrate, dyes work on the named fabric, adhesives hold, instructions match reality and the promised project count is achievable. Also verify component counts, leakage, breakage, color assortment, label accuracy and carton packing.
